Who are we?
CLS Environmental was formed in 2007 by Lee Stringer Dip Surv, Dip DEA. Lee was born in Sheffield but moved to the West Country to join the Royal Marines in 1980. After ten years of service he left the Marines but remained in the West Country serving as a Coastguard Officer for 12 years. It was during this time that he took an interest in the various aspects of the property industry and studied for a Diploma in Surveying at Reading University, passing in 2002 with merit.
He has now topped up his surveying qualification with a City and Guilds level 3 Diploma in Domestic Energy Assessment and is accredited with the NHER scheme (National Home Energy Rating) from National Energy Services. The NHER scheme was the first energy rating scheme to obtain quality assurance under BS5750 (now ISO 9000), and to be declared as fully authorised for delivering Standard assessment procedure (SAP) ratings by the Government.
The British Government is now using a reduced data standard assessment procedure (RDSAP) in order to produce the Energy Performance Certificate which is required under a new European Directive – The Energy Performance of Buildings Directive. It is this certificate which will give your home an energy rating from A to G based on its construction, heating, hot water and lighting systems.
I'm selling my house privately - do I need a Home Information Pack?
At the present time the simple answer is yes.
If you are using any form of marketing such as advert in the window, or an online property website you will need a Home Information Pack even if you are selling privately without the use of an Estate Agent.
Selling your home privately is becoming very common in the UK and means you are probably very hands on and independent. The good news is that you may not need an Estate Agent, but you will still require a HIP.

Do I need a Home Information Pack?
As of the 14th December 2007, every home put on the market for sale requires a Home Information Pack, which includes a home energy efficiency rating. One of the main elements of the Pack (HIP) is the Energy Performance Certificate, containing advice on how to cut carbon emissions and fuel bills. The certificate itself provides you with a rating for the building, showing its energy efficiency and its environmental impact on a scale from A-G (where A is the most efficient and G the least efficient), in graphical format. It also contains recommended ways to improve the building's energy performance.
By 2009, all buildings in the UK that are constructed, sold or rented out will have to have an Energy Performance Certificate, in accordance with the European Energy Performance of Buildings Directive. It is estimated that 1.5 million EPC’s will be required each year. The stated long term purpose of the EPC is to improve the energy efficiency of UK residential property, emissions from which currently account for some 27% of the UK’s carbon footprint The Energy Performance Certificate (EPC) will play a very important role in the property market over the coming years. Do I need a Home Information Pack?
As a private Landlord you are not currently affected by the launch of the Energy Performance Certificate. However by October 2008 it will be law for every rented property in the UK to have an EPC before it can be let to the prospective tenant. Much like the new Tenancy Deposit Laws the rental market will see an extra work load and cost to landlords and letting agents alike.
We are already preparing for the changes and looking at working with local landlords leading up to these changes. We can even supply your property with an Energy Performance Certificate today so you can see what improvements you could make to your property, and how this will benefit your tenants.

Do I need a Home Information Pack?
The impact of energy performance certificates on the Commercial and investment market and the growing need for investors to assess the environmental footprint of their property becomes even more apparent. From October 2008 new rules come into effect that will allow investors and occupiers to compare the energy efficiency of Commercial buildings.
These factors will change the view of investors in the commercial property sector, due to sustainability issues and costs of utilities to service those buildings.
